'Spare' billion could be used for Fife rail improvements

It has been reported that the final cost of the Queensferry Crossing will be £1B lower than anticipated, therefore the Scottish Government will have this extra sum to use. Dr Armstrong rightly points out that there has been considerable investment in the Edinburgh-Glasgow corridor, and suggests that it is time for money to be directed furth of the Central Belt.
